As of May 29, a series of support measures aimed at employees and employers have come into effect due to the epidemiological situation caused by the spread of the SARS-CoV-2 coronavirus. These measures were regulated by Emergency Ordinance No. 92/2020, published in the Official Gazette, Part I, No. 459.
The main provisions of this legislative act refer to:
a) Employees who have benefited from technical unemployment benefits
Starting from June 1, 2020, employers whose employees have benefited from the technical unemployment benefits provided by OUG 30/2020, as well as employers whose employees were in technical unemployment under the provisions of Law 53/2003 – the Labor Code, during the state of emergency or alert, will benefit, for a period of three months, from reimbursement of part of the salary, supported by the unemployment insurance budget, representing 41.5% of the gross base salary corresponding to the occupied job, but not more than 41.5% of the average gross salary.
Conditions for granting:
– Only employees who have had a suspension of the individual employment contract for a minimum of 15 days.
– Maintenance of employment relations until December 31, 2020, with the exception of seasonal workers.
b) Employment of unemployed individuals
Employers who hire, between June 1, 2020, and December 31, 2020, individuals over 50 years of age whose employment contracts have been terminated for reasons beyond their control during the state of emergency or alert, and who are registered as unemployed with ANOFM, will receive monthly, for a period of 12 months, 50% of the employee’s salary for each person hired from this category, but not more than 2,500 lei.
Employers who hire individuals aged between 16 and 29, registered as unemployed with ANOFM, on a permanent full-time basis by December 31, 2020, will also receive monthly, for a period of 12 months, 50% of the employee’s salary for each person hired from this category, but not more than 2,500 lei.
Conditions for granting:
– Maintenance of employment relations for a minimum period of 12 months after the completion of the 12-month period during which the aid is received.
